The NEMSU library system believes that relevant and up-to-date information sources are vital for the successful implementation of the instruction mandate, research agenda, extension, and production programs of the university. While the faculty, staff, and the students are the immediate users of information, the NEMSU Library firmly advocates in sharing these resources, for the scholarly needs of the people of Surigao del Sur and Caraga Region.
The NEMSU Library shall provide resources and services necessary to support the curricular, instructional, research, extension, and production needs of NEMSU faculty, staff, and students, and in so far possible to share these resources in Surigao Del Sur and Caraga region in general.
The NEMSU Library shall be the source center of excellence in various types of print and non-print sources in the fields of engineering, business administration, sciences, technology, education, social sciences, humanities, and management. It shall also be the information center of Surigao del Sur province. It performs an important role in the fulfillment of the four thrusts of NEMSU: Instruction, Research, Extension and Production.
In line with the Vision and Mission of the university, the library shall achieve the following goals and objectives.
The history of the university dates back to 1982 when Bukidnon State College opened their extension in Tandag known as Bukidnon External Studies Center. The book collections of the library were taken from the main campus. Ten years later, on October 10, 1992 then President Corazon C. Aquino signed into law R.A. No. 7377 converting Bukidnon External Studies Center to Surigao del Sur Polytechnic College. Then, Surigao del Sur Congressman Mario Serra Ty and Ernesto Estrella jointly authored said Act.
Surigao del Sur Polytechnic State College achieved its status as a university through House Bill 4411 sponsored by the Representative of the 1st District of Surigao del Sur, Honorable Congressman Philip A. Pichay. The Bill was signed into law as Republic Act 9998 on February 22, 2010.
The creation of this learning institution integrates the first four (4) campuses namely; Cagwait School of Arts and Trade in the Municipality of Cagwait. Tago River Valley Institute of Agriculture in the Municipality of Tago, Surigao del Sur now San Miguel Campus. Institute of Fisheries in the Municipality of Lianga; and Barobo National High School in the Municipality of Tagbina.
Eight years after, Surigao del Sur Institute of Technology (SSIT) Cantilan, Surigao del Sur was the 5th Satellite being integrated per BOT Resolution No. 34 Series of 2000. Recently, University of Southeastern Philippines (USEP) Bislig Campus was integrated as NEMSU Bislig Campus per House Bill No. 9432 sponsored by the Representative of 2nd District of Surigao Del Sur Congressman Johnny Pimentel.
To reflect its geographical location in the North Eastern part of Mindanao and align it with the educational landscape of the region, thus, Surigao Del Sur State University (SDSSU) was renamed to North Eastern Mindanao State University (NEMSU) by virtue of R.A. 11584 dated 27th day of July, 2022.
The seven campuses of the university have their unified library manual. Library services are now run by computers particularly in the technical services through Online Public Access Catalog (OPAC), which facilitates systematically the easy access of books in the circulation service.
In the advent of technology, the Library Management acquired a Digital Library that contains eBooks, eJournals, eMagazines, Audiobooks, Videos and other online databases.
The library trust fund is one of the financial resources utilized for the procurement of library materials, both print, non-print and other online subscription. In addition, the administration has also a budget for the library.
Furthermore, the library explored and sustained strong linkages to add to the limited funds, thus, foundations, private colleges, and universities, local government units, and other government agencies, greatly contributed to the growth of the collection in the library.
